MILITARY VALOUR DECORATIONS

The Governor General, the Right Honourable Michaëlle Jean, on the recommendation of the Chief of the Defence Staff, has awarded Military Valour Decorations as follows:

Star of Military Valour

MAJOR DAVID NELSON QUICK, S.M.V., C.D.
Ottawa, Burnstown and Trenton, Ontario

Major Quick displayed exceptional courage while commanding India Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007. He led his troops from the front during numerous intense combat operations throughout the Zharey District. On April 22, 2007, despite injuries incurred by the explosion of a bomb, Major Quick kept on going, using his tactical skills. His prowess and selfless dedication, fundamental in defeating a determined enemy, inspired the Battle Group to victory.

CORPORAL DAVE GIONET, M.M.V.
Petawawa, Ontario, and Pigeon-Hill, New Brunswick

On April 11, 2007, Private Dolmovic and Corporal Gionet saved the life of a fellow crewmember after his vehicle struck an improvised explosive device in Nalgham, Afghanistan. After freeing the trapped driver, Private Dolmovic and Corporal Gionet performed life-saving first aid, despite imminent risks of fire, explosions and enemy attack.

MASTER CORPORAL GERALD ALEXANDER KILLAM, M.M.V., C.D.
Oromocto, New Brunswick, and Dartmouth, Nova Scotia

On May 16, 2007, Master Corporal Killam repeatedly exposed himself to lethal enemy fire during an ambush launched by insurgents in Sangsar, Afghanistan. Although separated from his platoon, he identified enemy positions and issued clear orders that enabled his section to engage the enemy. Inspired by his leadership, Master Corporal Killam’s troops fought back a numerically superior enemy with no casualties to his section.

Petawawa and Tilbury, Ontario

On April 11, 2007, despite his injuries, Private Renaud provided life-saving first aid to a seriously injured crewmate after his Coyote reconnaissance vehicle was destroyed by an improvised explosive device. At the time of the incident, Private Renaud was deployed as a surveillance operator with Reconnaissance Squadron, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan.

While deployed in Afghanistan as the regimental sergeant major of 2nd Battalion, The Royal Canadian Regiment Battle Group, from January to August 2007, Chief Warrant Officer Baisley maintained an unwavering focus on his mission and an exemplary discipline. His effective management of personnel, from soldier welfare to force protection, was highly regarded and respected.

MASTER WARRANT OFFICER WAYNE ALAN BARTLETT, M.S.C., C.D.
Meaford, Ontario, and Saint John, New Brunswick

Master Warrant Officer Bartlett is being recognized for his outstanding military expertise while deployed as the regimental sergeant-major of the Operational Mentor and Liaison Team in Afghanistan, from February to August 2007. His integrity and profound regard for cultural differences greatly contributed to improving the confidence of the Afghan National Army and its operational effectiveness.

LIEUTENANT-COLONEL WAYNE DONALD EYRE, M.S.C., C.D.
Ottawa, Ontario, and Wadena, Saskatchewan

Lieutenant-Colonel Eyre distinguished himself by his outstanding commitment to the success of the mission while deployed to Afghanistan as the commanding officer of the Operational Mentor and Liaison Team, from March to August 2007. His expert knowledge of counter-insurgency strategy and tactics ensured Afghan successes against Taliban operations, bringing stability to the volatile region and strengthening good governance within Kandahar Province.

WARRANT OFFICER IAN LONG, M.S.C., C.D.
Edmonton, Alberta

Warrant Officer Long was deployed to Afghanistan as the platoon second-in-command with Charlie Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, from February to August 2007. During that time, he led his platoon back into combat operation in the aftermath of devastating improvised explosive device strikes that claimed the lives of numerous members of his platoon, including its commander.

MASTER WARRANT OFFICER WAYNE FRANCIS O’TOOLE, M.S.C., C.D.
Oromocto, New Brunswick, and St. John’s, Newfoundland and Labrador

Master Warrant Officer O’Toole, deployed as the sergeant-major of Hotel Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007, is recognized for his leadership during combat operations, for his exemplary dedication to his troops and for his compassionate care of those injured.

Oromocto and Lincoln, New Brunswick, and Tara, Ontario

Major Ruff was deployed as the officer commanding Hotel Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007. His tactical skills and outstanding leadership were instrumental in defeating a determined enemy during numerous engagements of his combat team.

LIEUTENANT-COLONEL ROBERT DAREN KEITH WALKER, M.S.C., C.D.
Kingston, Ontario, Fredericton, New Brunswick, and North Battleford, Saskatchewan

Lieutenant-Colonel Walker was deployed as the commanding officer, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from February to August 2007. His dynamic leadership enabled the expansion of the Kandahar Afghan Development Zone and empowered the Canadian International Development Agency in its rehabilitation efforts.

LIEUTENANT-COLONEL DAVID BRIAN BERRY, M.S.M., C.D.
Victoria and Comox, British Columbia, and St. Catharines, Ontario

Lieutenant-Colonel Berry was a key international advisor to the Afghan minister of Rural Rehabilitation and Development, Strategic Advisory Team, from August 2006 to August 2007. His proactive leadership and trust-building skills contributed to the implementation of development initiatives that affected over 900 strategic reconstruction activities throughout Afghanistan.

WARRANT OFFICER JULES JOSEPH JEAN BÉRUBÉ, M.S.M.,C.D.
Courcelette, St-Rédempteur and St-Jean Chrysostôme, Quebec

While deployed to Afghanistan with 2nd Battalion, The Royal Canadian Regiment Battle Group, from January to August 2007, Warrant Officer Bérubé treated and stabilized, without the assistance of a doctor, an unprecedented number of soldiers who suffered major traumas and injuries, in austere and primitive conditions in a remote unit aid station.

MAJOR THOMAS BRADLEY, M.S.M., C.D.
Edmonton and Lancaster Park, Alberta

Major Bradley served as Chief of Operations within Joint Task Force Afghanistan headquarters, from November 2006 to August 2007. In only eight months, he developed the framework to secure the Kandahar City Afghan development zone, which subsequently spread to much larger areas.

MASTER WARRANT OFFICER WILLIAM JOHN CRABB, M.S.M., C.D.
Edmonton, Alberta, and Summerside, Prince Edward Island

Master Warrant Officer Crabb was deployed to Afghanistan as the sergeant-major of Alpha Squadron, 2nd Battalion, The Royal Canadian Regiment Battle Group, from February to September 2007. His resourcefulness and exceptional coordination skills ensured the success of replenishment operations throughout the Kandahar and Helmand provinces despite repeated exposure to improvised explosives attacks and mine strikes.

MAJOR MARC G. DIAMOND, M.S.M., C.D.
McChord Air Force Base and Spanaway, Washington, United States of America, and Vankleek Hill, Ontario

Major Diamond led an institutional reform as the advisor to the Afghan Minister of Transport and Civil Aviation. While deployed as a member of the Strategic Advisory Team, Joint Task Force Afghanistan, from August 2006 to August 2007, he helped lay the groundwork for a safe and secure transportation system for all Afghans.

CORPORAL MATTHEW JOHN DAVID ELLIOTT, M.S.M.
Oromocto, New Brunswick, and Halifax, Nova Scotia

While deployed with India Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to July 2007, Corporal Elliott demonstrated versatility and ingenious methods of collecting intelligence. His efforts resulted in the successful operations of the Company, of the Battle Group and of the Joint Task Force in the most complex region of Afghanistan.

Petawawa, Ontario, and Winnipeg, Manitoba

Major Graham was deployed as the officer commanding Reconnaissance Squadron, 2nd Battalion, The Royal Canadian Regiment Battle Group, from February to August 2007. During that time, he expertly led his squadron through intense combat operations, disrupting insurgent movements, destroying an improvised explosive device and dismantling a mine laying cell in the Zharey district of Afghanistan.

WARRANT OFFICER ERIC RICHARD GREEN, M.S.M., C.D.
Whitehorse, Yukon Territory, and Heart’s Content Trinity Bay, Newfoundland and Labrador

Warrant Officer Green was deployed to Afghanistan as the second in command of 7 Platoon, India Company, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007. While acting as commander, Warrant Officer Green led his platoon to significant gains on the battlefields and effectively mentored junior personnel during several close engagements with the enemy.

WARRANT OFFICER JAMES ADAM HUNTER, M.S.M., C.D.
Springhill, Nova Scotia

Warrant Officer Hunter was deployed as the civil-military cooperation detachment commander, Kandahar Provincial Reconstruction Team, in Afghanistan, from January to August 2007. His diligence, particular attention to cultural sensitivities while dealing with local Afghans, as well as his vast knowledge of the Zharey district were instrumental to successful counter-insurgency operations in the region.

MASTER WARRANT OFFICER STEPHEN GOWARD JEANS, M.S.M., C.D.
Oromocto and Haneytown, New Brunswick, and Cape Ray, Newfoundland and Labrador

Master Warrant Officer Jeans was Company sergeant major, India Company, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007. He is recognized for his leadership, exemplary performance and extreme loyalty to his soldiers and the mission during diverse and complex operations while under intense enemy fire.

PETTY OFFICER FIRST CLASS PAUL JOSEPH ERNEST LAVIGNE, M.S.M., C.D.
Ottawa, Ontario, and Saskatoon, Saskatchewan

Petty Officer First Class Lavigne provided outstanding service as the Canadian Defence Attaché Assistant to Pakistan and Afghanistan between 2003 and 2007. His performance in a demanding and dangerous operational environment during Canadian Forces Operations ATHENA, ARCHER, PLATEAU and ARGUS brought great credit to the Canadian Forces and to Canada.

CORPORAL BRETT JAMES LOVELACE, M.S.M.
Oromocto, New Brunswick, and Orillia, Ontario

While deployed with India Company, 2nd Battalion of The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to July 2007, Corporal Lovelace provided unique and sound insight into the local situation, which resulted in the acquisition of high value intelligence. Dedicated to the success of the mission, he developed a tracking system that identified regions of concern and information requirements for future patrols and operations.

COMMODORE PAUL ANDREW MADDISON, O.M.M., M.S.M., C.D.
Ottawa, Ontario

As Commander of the Standing Contingency Force from January 2006 to June 2007, Commodore Maddison developed an unprecedented model for achieving strategic effects. His successes in leading joint elements provide the template for integrated operations and littoral manœuvre.

MASTER WARRANT OFFICER WILLIAM ALAN RICHARDS, M.S.M., C.D.
Petawawa, Ontario, and St. Stephen, New Brunswick

Master Warrant Officer Richards was deployed as the sergeant major of the Reconnaissance Squadron, 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from January to August 2007. The leadership and dedication he displayed in mentoring officers and soldiers from several different units created a squadron able to successfully conduct combat operations against insurgent forces.

COMMODORE JOSEPH ALPHONSE DENIS ROULEAU, O.M.M., M.S.M., C.D.
Ottawa, Ontario, and Québec, Quebec

As commander of NATO’s highest readiness maritime force, Standing NATO Maritime Group One, from January 2006 to January 2007, Commodore Rouleau provided innovative leadership to the maritime force consisting of fourteen ships from eight countries. His task group was integral to maintaining NATO’s maritime surveillance and response, including the successful participation in Operation Active Endeavour.

Oromocto and Fredericton, New Brunswick, and St. John’s, Newfoundland and Labrador

While deployed as field engineer with 2nd Battalion, The Royal Canadian Regiment Battle Group, Joint Task Force Afghanistan, from February to August 2007, Corporal Ryan is recognized for demonstrating a reassuring demeanour and composure on the battlefield in a harsh environment. His immediate actions in the aftermath of devastating improvised explosive device attacks contributed to saving the lives of numerous Canadian soldiers.

COLONEL RICHARD GEOFFREY ST. JOHN, M.S.M., C.D.
Ottawa, Ontario

Colonel St. John is commended for his extraordinary support to the Canadian government and the Canadian Forces during the Israel-Hezbollah conflict in 2006. He was a tremendous asset for Canada in the Middle East where he worked tirelessly to allow that Canadian air, ground, and sea movements in the conflict zone proceed unimpeded. His actions contributed directly to the protection of Canadian citizens and ensured their safe evacuation from Lebanon.
