Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File Nos. PR-2007-010 and PR-2007-012) on September 5, 2007, with respect to complaints filed by Bureau d'études stratégiques et techniques en économique (B.E.S.T.E.), of Québec, Quebec, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. SEL-2007-A-032436-1) by the Canadian International Development Agency (CIDA). The solicitation was for consulting services in support of the Maghreb Program (Morocco).
B.E.S.T.E. alleged that CIDA had not complied with clause 2.3 of the Request for a Summary Proposal that led to believe that there could have been a conflict of interest and that the contract winner apparently did not have expertise in local governance. B.E.S.T.E. also alleged that there was a breach, by CIDA, with regard to the detailed assessment grid, more specifically, the sub-requirements and their weighting, and the absence of explanation supporting the points received.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the Tribunal determined that the complaints were valid.

Construction services
The Canadian International Trade Tribunal (the Tribunal) has received two complaints (File Nos. PR-2007-053 and PR-2007-054) from Serco Facilities Management Inc. (Serco), of Happy Valley-Goose Bay, Newfoundland and Labrador, concerning procurements (Solicitation Nos. GB-18826 and GB-18829) by Defence Construction Canada on behalf of the Department of National Defence. The solicitations are for construction services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaints. Interested parties were advised of the Tribunal's decision on September 25, 2007.
Serco has alleged that Defence Construction Canada improperly rejected the tenders that it submitted in response to the above-noted solicitations.

Further to its Broadcasting Notice of Public Hearing CRTC 2007-10, dated July 5, 2007, relating to a public hearing initially scheduled to be held commencing on January 28, 2008, at 9 a.m., at the Conference Centre, Phase IV, 140 Promenade du Portage, Gatineau, Quebec, the Commission is extending the deadline for the filing of comments from October 9 to October 19, 2007. The deadline for the filing of replies is extended from November 5 to November 16, 2007. In addition, the Commission will commence the oral public hearing one week later than previously announced. On March 12, 2007, the Commission issued Broadcasting Public Notice CRTC 2007-25 calling for applications for broadcasting licences to provide radio programming services from Kelowna, British Columbia.
In response to these calls, the Commission has received a number of applications for licences to serve this market.
Some of the applications are technically mutually exclusive. These applications are

Application by Newcap Radio Manitoba Inc. (Newcap) relating to the licence of the commercial English-language radio programming undertaking CHNK-FM Winnipeg, Manitoba.
The licensee proposes to change the authorized contours by increasing the effective radiated power from 1300 W to an average effective radiated power of 60 200 W, by increasing the effective antenna height and by relocating the transmitter (maximum effective radiated power of 100 000 W / effective antenna height 176.1 m).
Following receipt of a copy of the technical brief that was filed with Industry Canada, the Commission revises the average effective radiated power (ERP) of 55 000 W to reflect the average ERP in the technical brief which is 60 200 W. The Commission notes that there is no change to the contour maps provided in the application and the technical brief.
