9.1. 9.2. A written report shall be submitted to Mr. Neil Codner, identified in paragraph 9.1., within 30 days of the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit, the dates on which the loading and disposal activities occurred and the co-ordinates marking the location where the vessel was sunk.
9.3. It is required that the Permittee admit any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 to any place, ship, aircraft, platform or anthropogenic structure directly related to the disposal at sea referred to under this permit, at any reasonable time throughout the duration of this permit.
9.4. Any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 shall be permitted to mount an electronic tracking device on the towing vessel that is engaged in the disposal activities authorized by this permit. The Permittee shall take all reasonable measures to ensure there is no tampering with the tracking device and no interference with its operation. The tracking device shall be removed only with the written consent of the enforcement officer.
9.5. The vessel must be inspected by an individual qualified to judge the seaworthiness of the vessel prior to the commencement of operations. (Qualified individual means anyone who is qualified/certified as a Master Mariner, Chief Marine Engineer, or Naval Architect and holds the certificate of competency of the Department of Transport.)
9.6. The vessel must be inspected to ensure all toxic and hazardous materials, including fuels, hydraulic fluids, lubricating oils and asbestos are removed prior to departure for disposal.
9.7. The Permittee shall submit a written report to Mr. Rick Wadman, Environmental Protection Branch, Department of the Environment, 6 Bruce Street, Mount Pearl, Newfoundland A1N 4T3, (709) 772-5097 (Facsimile), rick.wadman@ec.gc.ca (Electronic mail), providing the results of the inspections for vessel seaworthiness and removal of toxic and hazardous materials. The report shall be submitted at least 96 hours in advance of the start of the towing phase.
9.8. The vessel must be inspected to ensure all loose objects are removed prior to departure for disposal.
9.9. Any floating material resulting from the disposal of the vessel shall be collected by the Permittee and disposed of at an approved solid waste disposal facility.
9.10. Any observed oil shall be reported immediately to Marine Communications and Traffic Services by radio or by calling 1-800-563-2444 or (709) 772-2083 (24 hours).
9.11. The Permittee shall notify Mr. Marvin Barnes, Marine Environment and Habitat Management, Department of Fisheries and Oceans, P.O. Box 5667, St. John's, Newfoundland A1C 5X1, (709) 772-4912, at least 48 hours prior to the commencement of the towing phase.
9.12. The Permittee shall provide a written report to Mr. Gary Smith, Sailing Direction Officer, Department of Fisheries and Oceans, P.O. Box 5667, St. John's, Newfoundland A1C 5X1, (709) 772-0448, giving the final co-ordinates of the vessel for the purpose of amendments to navigational charts.
9.13. The Permittee shall contact Marine Communications and Traffic Services, (709) 772-2083, and provide details of the disposal operation at least 96 hours prior to the planned departure. As soon as possible after the vessel is sunk, the co-ordinates of the sinking and the time of sinking shall be reported to Marine Communications and Traffic Services so that a Notice to Mariners can be issued.

Notice Amending the Cruise Ship Inspection Fees
The Minister of Health, under the authority of the Department of Health Act, hereby amends the fees that are payable for the provision of cruise ship inspections, beginning April 1, 2001.
The cruise ship inspections are provided in compliance with the World Health Organization International Health Regulations, to ensure the protection of public health on board ships. The inspections are conducted by personnel of the Occupational Health and Safety Agency (OHSA) under a voluntary compliance program.
The fee for the provision of an inspection for the 2001 sailing season, during daylight hours, seven days a week, will be as follows:

TELECOMMUNICATIONS ACT
Notice No. DGTP-007-2001 — Petition to the Governor in Council
Notice is hereby given that a petition from (1) Amtelecom Inc., (2) Bruce Municipal Telephone System, (3) Sogetel Inc., and (4) Prince Rupert City Telephones has been received by the Governor in Council under section 12 of the Telecommunications Act in regard to the following decision issued by the Canadian Radio-television and Telecommunications Commission (CRTC): Changes to the Contribution Regime, Decision CRTC 2000-745. The request is based on several reasons included in the petition.
In Decision CRTC 2000-745, the CRTC changed the way it collects the subsidy to basic residential telephone rates in high-cost serving areas. The CRTC decided to adopt a national revenue-based levy, effective January 1, 2001.
Submissions on this petition should be addressed to the Clerk of the Privy Council and Secretary to the Cabinet, Langevin Block, 80 Wellington Street, Ottawa, Ontario K1A 0A3. A copy of the submission should also be sent to the Director General, Telecommunications Policy Branch, 300 Slater Street, 16th Floor, Ottawa, Ontario K1A 0C8. All submissions should indicate that they are in response to the above-mentioned petition and cite the Canada Gazette, Part I notice publication date, title, and the notice reference number DGTP-007-2001.

Telefilm Canada is a cultural agency reporting to Parliament through the Minister of Canadian Heritage. The Corporation is dedicated to the development and promotion of the Canadian feature film, television and multimedia industry. Telefilm Canada is in the midst of a growing, world-wide market undergoing fundamental change which will provide great opportunities. Each year, Telefilm Canada contributes to the development and production of some 600 feature films, made-for-TV movies, drama series, documentaries, children's programs, variety shows and multimedia products of outstanding cultural value. Telefilm Canada also participates in other industry activities such as distribution, exports, marketing, and promotion at Canadian and foreign festivals and markets. With a dedicated and able staff of some 140, Telefilm Canada's expertise and ability has resulted in an impressive track record of quality Canadian products, international profile and success.
Location: Head office in the Greater Montréal Region
The Executive Director is the Chief Executive Officer of Telefilm Canada and reports to the Corporation's Board of Directors. An independent thinker, with demonstrated senior management expertise and strong leadership qualities — ideally gained in a changing, fast-moving environment — the successful candidate will have a university degree or equivalent education, job-related training and experience in an appropriate field. An extensive background in the cultural sector, preferably in the film, television and multimedia industry in any or all of the phases "from script to screen" is also an asset.
The ideal candidate should be innovative, decisive, diplomatic, at ease with the media and in the public eye, and have sound judgement with the proven ability to manage a change process and build effective motivated teams. Superior interpersonal and communication skills are also required.
Expertise in various areas of the film, television and new-media industry, such as creativity, production financing, distribution and marketing, script writing, trade and cultural agreements, market, trends, etc., along with a solid understanding of the regulated bodies of this industry, would be definite assets. The ability to manage a multidisciplinary team and balance artistic vision and commercial acumen to negotiate successfully are highly desirable.
Salary Range: From $128,300 to $150,900
The successful candidate must be prepared to relocate to the Greater Montréal Region or to a location within reasonable commuting distance and expect to travel on a frequent basis.
Proficiency in both official languages is essential.
The chosen candidate may not have any pecuniary interest, direct or indirect, individually or as a shareholder or partner or otherwise, in commercial film activity.
The selected candidate will also be subject to the Conflict of Interest and Post-Employment Code for Public Office Holders. Before or upon assuming their official duties and responsibilities, public office holders appointed on a full-time basis must sign a document certifying that, as a condition of holding office, they will observe the Code. They must also submit to the Office of the Ethics Counsellor, within 60 days of appointment, a Confidential Report in which they disclose all of their assets, liabilities and outside activities.
