Whereas the substance aluminum chloride, aluminum nitrate, aluminum sulphate is specified on the Priority Substances List,

Whereas the Ministers of the Environment and of Health are satisfied that the following additional information is required to assess whether the substance aluminum chloride, aluminum nitrate, aluminum sulphate is toxic or capable of becoming toxic:

— Information on the biological plausibility of the potential association between exposure to aluminum salts in the environment and Alzheimer's disease,

Notice therefore is hereby given that, pursuant to subsection 78(2) of the Canadian Environmental Protection Act, 1999, the five-year period for the substance aluminum chloride, aluminum nitrate, aluminum sulphate referred to in subsection 78(1) of the Canadian Environmental Protection Act, 1999 is suspended for six years from the publication of this notice.

Whereas the substance ethylene glycol is specified on the Priority Substances List,

Whereas the Ministers of the Environment and of Health are satisfied that the following additional information is required to assess whether the substance ethylene glycol is toxic or capable of becoming toxic:

— Range and distribution of concentrations of ethylene glycol in currently available consumer products in Canada

— Monitoring information on concentrations of ethylene glycol in the vicinity of industrial point sources

— Information on progression of ethylene glycol induced renal lesions in the likely most sensitive strain of rat,

Notice therefore is hereby given that, pursuant to subsection 78(2) of the Canadian Environmental Protection Act, 1999, the five-year period for the substance ethylene glycol referred to in subsection 78(1) of the Canadian Environmental Protection Act, 1999 is suspended for five years from the publication of this notice.

CUSTOMS TARIFF

Amendments to the Harmonized System (HS) Nomenclature Pursuant to Article 16 of the International Convention on the Harmonized Commodity Description and Coding System

The World Customs Organization (WCO) in Brussels has recommended certain amendments to the structure and nomenclature of the Harmonized System (HS), which is the basis for the Canadian Customs Tariff and statistical nomenclature. Canada, as a signatory and therefore a Contracting Party to the international HS Convention, will be required to adopt these amendments and implement them effective January 1, 2002.

Background

The HS, which comprises a six-digit nomenclature, forms the basis of the national tariff nomenclatures for most countries, including Canada and all other member countries of the World Trade Organization.

The structure of the Schedule to the Canadian Customs Tariff is based upon the international HS. The Customs Tariff includes two additional digits for tariff description and duty-rate purposes. In addition, the Canada Customs and Revenue Agency consolidation of the Customs Tariff includes two digits for statistical purposes. The Customs Tariff has incorporated the HS as the basis for the structure of its tariff provisions since January 1, 1988.

To keep the system up-to-date, the HS is reviewed and amended, from time to time, in light of changes in technology and patterns of international trade. The most recent review cycle has been completed, resulting in the adoption by the WCO in June 1999 of a series of recommendations for changes. Canada, along with the other Contracting Parties, will be required to implement these changes into its Customs Tariff effective January 1, 2002.

Scope of the HS Amendments

The changes recommended by the WCO will introduce amendments to 57 of the HS's 97 chapters. The most extensive changes have been made to the chapters pertaining to fruit and vegetable preparations, chemicals, pharmaceutical products, rubber, leather, wood and paper products, knitted or crocheted fabrics, miscellaneous non-ferrous base metals, machinery and electrical equipment.

The WCO amendments make changes extending to the six-digit level. Consequential amendments to the eight-digit tariff item level will be required. These amendments are being developed in a manner which strives to be revenue neutral and ensure the maintenance, to the extent possible, of the existing tariff rate structure.

While extensive industry consultations were undertaken on the recommended HS amendments, interested parties are requested to take note of the above. For the information of interested parties, the HS amendments to the Nomenclature adopted by the WCO are available on the WCO Web site http://www.wcoomd.org/ HSC/Hsliste.htm). Once the appropriate changes to the Customs Tariff have been identified, the proposed amendments will be widely disseminated to ensure that all parties have an opportunity for review.

Notice No. DGTP-009-00 — Proposed Spectrum Policy for Licence Exempt Wireless Devices in the Bands 46.7-46.9 GHz, 57-64 GHz and 76-77 GHz

The purpose of this notice is to invite public comments on spectrum policy proposals for the introduction of new licence exempt wireless devices in the frequency bands 46.7-46.9 GHz, 57-64 GHz and 76-77 GHz. These bands may support a wide range of innovative licence exempt (LE) products, services and applications. Of particular interest is the provisioning of short range high capacity wireless communication devices for the delivery of multimedia applications in the 59-64 GHz band, and commercial vehicle mounted field disturbance sensors for vehicle radiolocation (radar) applications in the bands 46.7-46.9 GHz and 76-77 GHz. The consultation on the introduction of these devices includes proposals for the technical provisions which would be incorporated in Radio Standards Specifications 210 (RSS-210).

Industry Canada will pursue its policy formulation activity regarding LE devices taking into account the developments in other countries with respect to these devices and applications. Given that a number of administrations have already made provisions for these types of licence exempt devices for consumer applications, the Department expects to move quickly on this issue.

Technical Requirements for Fixed Line-of-sight Radio Systems Operating in the Bands 1427-1452 MHz and 1492-1517 MHz (SRSP-301.4, Issue 2).

This SRSP states the technical requirements for:

— Fixed, Line-of-sight, Subscriber Radio Systems (SRS).

— Narrow-band Multipoint Communication Systems (N-MCS).

This standard replaces SRSP-301.4, Issue 1.

CANADA-NOVA SCOTIA OFFSHORE PETROLEUM RESOURCES ACCORD IMPLEMENTATION ACT

Joint Directive

Notice is hereby given that Natural Resources Canada and the Nova Scotia Petroleum Directorate, in view of the growing public concerns about oil and gas exploration offshore Cape Breton, issue this joint directive to the Canada-Nova Scotia Offshore Petroleum Board to conduct a public review of potential oil and gas exploration and drilling activities within Exploration Licenses 2364, 2365 and 2368. This public review, conducted pursuant to section 44 of the Accord Acts, must be conducted in advance of any activities in these areas.

As a result of the concerns which have been expressed to us, it is clear that the public, particularly the inshore fishers, need to be more fully engaged in discussions about proposed activities in these areas. Every opportunity should be taken to make all relevant information available to potentially affected parties before the public review.

The Canada-Nova Scotia Offshore Petroleum Board and the various government departments with an interest should enhance communications among themselves, and should also enhance the coordination of communications to the public on these matters.

The successful candidate must have a university degree in a relevant field of study, or a combination of equivalent education, job-related training and experience. The preferred candidate should also have extensive experience in the cultural sector, preferably the film, television and multimedia industry, with demonstrated management experience at the senior level. A clear vision of the National Film Board and in-depth knowledge of the NFB's mission, main activities, productions, history and place in the Canadian and international film communities are required.

The ideal candidate possesses strong leadership qualities, is innovative, action-oriented and has sound judgement. Superior interpersonal and communication skills are also requisite. Awareness of and exposure to the multicultural realities of Canada and a good understanding of how government operates are assets.

The successful candidate must be prepared to relocate to the Greater Montréal Region or to a location within reasonable commuting distance.

Auditor General of Canada

The Office of the Auditor General of Canada (OAGC) conducts independent audits and examinations of the consolidated financial statements of the Government of Canada, of federal departments, agencies and Crown corporations, as well as territorial governments and other entities which include some international organizations, to provide objective information, advice and assurance to Parliament. The OAGC promotes accountability and best practices in government operations by advocating a fair and frank accounting of government's stewardship of financial and other resources, efficiency and productivity in the public service, cost effectiveness of government activities and collection of revenues owed to the Crown. The OAGC audits most areas of the Canadian government. This includes a vast range of activities: health, culture, the environment, finance, agriculture, transportation, and scientific research, to name a few. With the creation of the position of Commissioner of the Environment and Sustainable Development in December 1995, the OAGC's responsibilities related to environmental matters increased considerably. The Commissioner, on behalf of the Auditor General, reports to the House of Commons on all matters related to the environment and sustainable development which should be brought to its attention.

The Auditor General is independent of the government of the day, and is appointed for a 10-year period. The Auditor General has the right to ask the government for any information required to do the job as outlined in the Auditor General Act. Moreover, the Auditor General submits his/her reports directly to the House of Commons.

Location: National Capital Region

The successful candidate must have a degree from a recognized university, preferably with a specialization in accounting, and must be a highly competent, seasoned chartered accountant and auditor. The preferred candidate should have extensive experience in auditing practices such as attest auditing, value for money and human resources management optimization. Management experience at the senior executive level, in a private or public sector organization, with demonstrated success in strategic management and organizational change, particularly in circumstances where financial and/or human resources constraints are major factors, is required. In addition, a good understanding of the role, responsibilities and policies of the Office of the Auditor General and its relationship to Parliament and government, as well as the Canadian Parliamentary system, how government operates and the management environment within the Public Service, are also necessary.

The ideal candidate should be knowledgeable of current developments within the accounting and auditing fields, including accrual accounting and environmental auditing, and be able to understand and respond strategically and reasonably to complex situations. The chosen candidate will have integrity, sound judgement, organizational awareness and possess a constructive approach. An appreciation of the goals of the Government of Canada with regard to the evolving management framework is essential.
